ToastHostOverlay

Top-right overlay that renders EITHER the live toast stack or, while the header bell's history view is open, the full notification history in the exact same spot (§NS-2.2, §NS-6).

Detailed description

A view over ToastManager: it creates/updates/removes NoticeWidget cards for live toasts, and switches instantly (no fade) to an embedded NoticeHistoryPanel when ToastManager::isHistoryOpen(). The overlay hugs its content in the top-right, so the cards/panel are clickable and nothing else is blocked. A toast auto-dismisses after a severity-based dwell (paused while hovered, §NS-2.3), errors included; only an Ack::Required toast stays until dismissed, and an Ack::Timed one acknowledges itself when it expires.
