App-wide header bell: shows the unseen-notification count as a badge and toggles the shared history view on click (§NS-6).

Detailed description

Self-contained and reusable — drop it into any header. It observes ToastManager for the badge and toggles ToastManager's history-open state; the per-window ToastHostOverlay renders the actual history list in-place.
