Detailed description
Trigger combines conditions with a TaskPlan: when conditions evaluate to true, the associated TaskPlan is submitted as a batch job. Supports enable/disable state, polling rate configuration, hierarchical condition management, rate limiting, and rich metadata for OPAL reasoning.
It is thread safe. One mutex guards every field, because the owner changes a trigger in place while the AsyncStore worker of the DirectorateBook serializes it on its thread.
