Detailed description

Carries the serial.config permission scope. Idempotent — same args after the first call produce a "no fields changed" success. Refuses to change a connection while a session is open against it (P3 wires the real session manager; P2 ships against a fixture and never mutates a live port).

The output changed-fields is a JSON-array string listing only fields that actually moved relative to the loaded record.
