GpuPacer

The one pacer of a process (rendering-revamp §RVA-7).

In the namespace rhi. Declared in src/libs/librhi/rhi/GpuPacer.hpp.

Detailed description

A host asks before each submission with requestSlice(), and reports what the submission cost with reportSlice(): the GPU time where the device measures it (§RVF-3 Q5), the CPU time around the submission otherwise. The pacer decides and the hosts obey. Every call is thread safe: the hosts run on their own threads, and noteGuiInput() runs on the GUI thread.
