Detailed description

Brings a window to the front when another process asks, through InterProcessRaise: a hub raises the windows of the nodes it started, and a second start of the hub raises the first one (hub-instance-guard §HIG-10). NodeWindow did this in installRaiseHandler().

Note: §ACF-5 classification: **GLUE**. No lifecycle tier, no Node.
