Detailed description

spec.plan.regroup — re-open a plan's unsatisfactory work so it can be attempted again (§EX-4).

Re-opening is the whole mechanism. A `DoneError` unit is terminal, so the selector skips it; setting it back to `NotStarted` puts it in front of the next dispatch without a parallel "retry queue" that could disagree with the statuses about what is outstanding.

The bound is the caller's, deliberately

This runs ONE round and reports what it re-opened. It does not loop, because §EX-4 puts the round count with the executing LLM, which is the only party that knows its remaining budget — a number baked in here would be wrong for everyone.

Rejected is reconsidered separately

`Rejected` is a decision, not a failure. It is only re-opened when the caller asks, so a regroup pass does not quietly overturn a judgement somebody made.
