The Project level bound to one project of a TroveProjectManager.

Detailed description

A write goes through TroveProjectManager::setProjectOverrides(), which persists `trove/projects.json` and applies the effective knobs to the project's engine. With no manager or no such project, the level is not writable, and the settings page removes its segment of "Write to".
