OBSERVER side of mid-match Watch (§RES-3.3) — the observer analog of RtsRejoinFacility ("rts.watch").

Detailed description

Registered by the launcher when a spectator joins a match that has already started. Its presence switches the observer's RtsGameActivity into late-join mode: build the world from the params, start the engine so its buffers accumulate live frames, then hold the pump until the host's future-boundary bundle arrives and re-enters via resumeAt(). Carries the live match's FINAL timing (same reason as rejoin) and the one-way bundle channel the service delivers into.
