One action the command card offers for the selected unit. kind reuses RtsCommandKind so there is no parallel taxonomy — Rally is SetRally, Cancel is CancelProduction. Train/Build carry the produced targetType and its typed cost; affordable is false when the local wallet can't cover it. needsTarget marks the verbs that require a follow-up board pick.
