BatchFeature

The batch queue as a feature (work-placement §WPK-3).

Detailed description

Holds a `BatchQueue` and its `BatchQueueService`, in place of the bare queue a standalone app builds. Needs nothing; wants `inventory`, and gives its service to the queue's resource providers when the kit has it.

- **Access**: the facilities `batchQueue` (the name the standalone provider publishes, app-composition §SAA-1.3) and `batchQueueService`. - **Lifecycle**: the service is on the level `Always`. - **Proof**: testNodeKit.

The queue and the service exist from construction, not from install: a node builds services in its constructor that take the queue (`DirectorateService`), before the kit installs anything.
