Detailed description

Encodes completion ops (§RD-2.2), capability negotiation (§RD-2.1) and session ops (§RD-2.3) as JSON blobs addressed to one peer, and dispatches inbound blobs back out as typed signals. Correlation lives inside the JSON payload — Phase 12 has no sender-local correlationId metadata, so a field is the only place it can live.

Each instance is bound to a single recipient at construction. Different peers need different instances.
