Per-connection drip-feed configuration.

Detailed description

Bundles every knob that controls how a multi-line payload is paced onto a serial port. Values match the spec defaults (content/doc/internal/specs/serial-console/dripfeed-model.md §"Configuration scope") and reproduce the previous GRBL-flavoured behaviour exactly when left at defaults.
