Detailed description

`build.queue.tune`: the running broker's slots, budget or pause changed, or returned to its start values (kiln-fine-cache observability.md §KF-O3). No resource scope: a tune must be answered while build.run holds `kiln.broker` for a whole build (opal-tasks §KN-O2c).
