KilnBrokerService

The build broker, hosted by an application (kiln architecture §KN-A11).

Detailed description

The same Broker `kiln serve` runs, taking the same lock, so exactly one broker serves a user's machine: the hub's while the hub hosts it, `kiln serve`'s otherwise. Switched on while `kiln serve` holds the lock, the service stays on and says so, and the builds reach that broker: one broker is the point, not which program holds it.

It never exits for idleness, as `kiln serve` does, since the application, not the queue, decides its life. Switched off, the broker finishes what it holds: shutdown() ends its children, as a broker that exits does (§KN-A9).
