What the SSH gate does: the machine it buys, and the debug program it runs there.

Detailed description

The gate buys one machine, waits for its join, and runs `fleet-probe` three times with `fleet.run`: an exit code of 7, an exit code of 0 after outputBytes bytes of output, and an abort.
