SolverGateOptions

What the solver gate does: the pool type and the two jobs.

In the namespace fleet::gate. Declared in src/libs/libfleet/fleet/gate/SolverGate.hpp.

Detailed description

The gate sets the pool to "at most 1" and the placement policy to "buy up to 1, fastest, CPU ceiling 1". Then it submits a short and a long `debug.sleep` job and follows them.
