Detailed description

batch-orchestration §BOT-8 asks for "a day-long run with executors joining and leaving". Each cycle moves the pool between minWorkers and maxWorkers, so workers join and drain, and every destroyEvery cycles one joined worker is destroyed while it can hold a job, so a job must be placed again. Jobs flow all the time.
