NetemGateOptions

What the netem gate does: the machine it buys, the shape of its network, and the jobs it sends there.

In the namespace fleet::gate. Declared in src/libs/libfleet/fleet/gate/NetemGate.hpp.

Detailed description

The gate makes the outputs here first: a `construct.mesh` of scene and a `debug.produce` of produceBytes. Then it buys one machine, waits for its join, and has `fleet-probe –shape` give its interface lossPercent loss, delayMs delay with jitterMs jitter, reorderPercent reordering and an MTU of mtu, as root. Then it sends meshJobs mesh jobs and one produce job there.
