Configuration knobs for the headless compute QRhi singleton.

In the namespace eval::gpu. Declared in src/libs/libeval/eval/gpu/GpuLifecycle.hpp.

Detailed description

Caller can adjust *before* the first Backend::Gpu use; afterwards the instance is locked in. Calling configureGpu after the singleton has initialised is a no-op.
