Persistent storage for Directive definitions.

Detailed description

DirectorateBook manages a collection of Directive objects with persistence through SimpleDataStore. It provides CRUD operations, filtering, and signals for directive changes.

It is thread safe. The AsyncStore worker calls fromMap(), toMap() and fromDefault() on its thread while the owner uses the book on its thread. One mutex guards the directives for both, and no signal is emitted while it is held. Each Directive, and each Trigger in it, guards its own fields.
