Detailed description

Reads time exclusively from the injected context clock (§TRG-3.2) — fail closed and loudly if none is present. Fires exactly once; reset() re-arms it for a new deadline (e.g. the next rate-limit window in Trove's async-MAX loop, §OR-5).
