Read a region item.

In the namespace construct::region. Declared in src/libs/libconstruct/construct/region/Region.hpp.

Detailed description

Holds a REFERENCE, like `BoundsItemView`: keep the item in a named local. The rvalue constructor is deleted for that reason.
