`construct.render.capabilities`: what this build and this computer can write, and the last measured frame cost of the scene (construct-render-settings §CRSA-9, matrix CRS-25).

Detailed description

Read only. The image formats, whether the build has the video encoder, the containers with their codecs and each codec's tier, and the scene's last measure with its size and quality. Before the codec check of this computer ends, `probed` is false and there are no containers.
