Where the solver put a job, every option it weighed, and why (work-placement §WPS-5).

Detailed description

Stored on the job (`BatchJob::placement`), shown in its row's Where tooltip and its detail panel (§WPU-4), and returned by `batch.job.get`. A decision nobody can read is a defect, so `reason` is always one line a person can act on.
