IFleetOffer

The machines the fleet could buy now, as plain values (work-placement §WPS-3, §WPI-6).

In the namespace batch. Declared in src/libs/libbatch/batch/IFleetOffer.hpp.

Detailed description

libbatch declares it and libfleetui implements it, so libbatch never depends on libfleet (fleet §FLC-6c). The node's fleet binding gives one to the dispatcher (`BatchDispatcher::setFleetOffer`), and the dispatcher reads it once per pass.

An offer is a proposal only. A job whose decision is "buy" waits, and its shortfall reaches the fleet as demand; libfleet buys behind the spend rail and the `fleet.autoscale` grant (§WPS-10).
