    Detailed Description

    Encapsulates QSerialPort ownership, magic-framed command serialization (the numex::Command set), incoming frame parsing, and a dirty-value sync timer.

    Used by Controller for real-time actuator control over serial using INDEX_ORDERED batching. The legacy REPRESENTATION_GROUPED encoding remains supported in libnumex for any future host.
