Populated statically at startup from `registry/registered-toolchains.cpp` (landing in 20b/20c when real components arrive). Read-only after registration. Consumers use `forKind()` to look up the toolchain that matches their (Category, target-hint) tuple.
20a ships the API surface with an empty registry. Real toolchain registrations land in subsequent sub-phases.
