A recipe fills one in when its build succeeds: the include paths, the library paths, and the archives. ToolchainBootstrapService keeps the artefact of each ready component and composes them into the SysrootHandle a consumer gets.
archives lists .a files by absolute path, for the cases where -L and -l are the wrong linker shape. The compiler-rt builtins are linked this way, because their multilib directory layout would otherwise need a separate -L for each target.
