Carries the serial.io permission scope with confirmation policy EveryCall. Non-blocking — returns immediately with state="running"; subsequent OPAL tasks query serial.dripfeed-status for progress.
The inline payload is capped at 1 MiB (configurable via the OC_SERIAL_DRIPFEED_INLINE_CAP_BYTES environment variable); larger payloads must use the file-source variant in P7.
