A LineStreamRun creates this pacer, as its child, when the pacing of the run is manual. The pacer never advances by itself. Each call to advance() adds to a count of pending lines, and the pacer requests one line for each of them. It does this only after the stream starts and while the stream is not paused. The pacer keeps the calls that come before the start or during a pause, and releases them when the stream starts or resumes.
The OPAL task serial.dripfeed-advance reaches advance() through SerialSessionManager::advanceDripfeed() and LineStreamRun.
