The courier holds a reference to a ConfigSyncService, which must outlive it. On its first update() it subscribes to every registered section, so the remote side sends its current values. In each sending opportunity it writes control messages first (subscribe, unsubscribe, cursor updates), then acks, then deltas, and writes at most 470 bytes. Acks go before deltas: a sender that gets no ack marks its paths dirty again and sends them again.
AgentClientCourierSet creates the courier when the node has a ConfigSyncService, and sets the agent's ID as its destination. The courier asks for a send interval of 200 ms at priority 5, below AgentStateCourier.
