A card shows a severity icon and accent, an optional title, a markdown body, optional buttons, a close button and a badge that counts repeats of the same notice. setProgress() turns its bottom strip into a progress bar.
The same card has two hosts. Inline, a layout or a NoticeStack holds it, and setDeleteOnClose() makes it remove itself when closed. As a toast, ToastHostOverlay shows it, animates it in and out, and removes it through the toast manager. The notice history panel shows past toasts with the same card. It replaced the retired NoticeLabel and NoticeList.
