Signal strength maps time-since-activity to a discrete strength level: - 3: Full signal (recent activity within fullThreshold) - 2: High signal - 1: Medium signal - 0: Low signal - -1: No signal (no activity within offThreshold)
The decay is linear between the full and off thresholds.
