SessionCourier keeps sessions alive by always requesting send opportunities. This drives CommsChannel::rescheduleSending() to initiate and maintain handshakes, and once established, the periodic heartbeat timestamp keeps the carrier's connection detection active.
The heartbeat payload is 16 bytes: [myTimestamp:8][echoOfRemoteTimestamp:8]
When the remote echoes back our timestamp, we compute RTT as: RTT = now - echoedTimestamp
