Toolbar "compat" strip re-hosting the node-app header controls in a standalone app (§SAL-2.1, P1). More...

When an app runs inside the hub, the surrounding NodeNavigation header carries the binary-freshness label, the OPAL button, the batch-status chip and the notification bell. A standalone app has no such header, so this widget renders the same controls inside the app's own toolbar. The controls are node-free and pure assembly — the owner wires their behaviour (OPAL chat toggle, jobs view, notification history) through the accessors.
À la carte (§SA-4 D6): the Segments flag picks which controls exist, and an accessor for an absent segment returns null. Generalized from construct's ConstructCompatBar, whose own comment asked for exactly this promotion — the bar was held in libconstruct only because its controls live in four other libs, which libstandalone is allowed to assemble. The toolbar the bar sits in stays app-specific.
