Single entry point for node creation (§NL-1). More...

See header for the spec context. The implementation is deliberately thin — it owns the BirthControl lifecycle so the per-call object doesn't outlive the callback, drives `NodeStore::createNode` + `HiveSession::setActiveNodeId` once birth completes successfully, and exposes a single async-callback entry point.
Per-node-hive provisioning still rides on the existing `Node::nodeIdentityChanged` funnel after `setActiveNodeId` fires. Hoisting that into the service body is a follow-up; doing it here would race with the funnel's own call (the funnel runs from `LocalIdentityStore`'s save callback, which still fires regardless of who triggered the NID change).
