IntervalCondition evaluates to true when the configured interval has elapsed since the last fire. Supports an optional anchor time for clock-aligned scheduling and a fireImmediately flag for triggering on first evaluation.
Time comes exclusively from the context's injected clock (§TRG-3.1): given the same clock feed the condition fires identically on every host.
