Before this class, each app made its own Ctrl+, QShortcut. Inside the hub the hub's key and the app's key were both enabled, and Qt runs neither of two keys that both apply: it reports an ambiguous shortcut. Now each top-level window has one key, and an app offers its settings window to it (config-ui §CFGV-7, §CFGC-6).
