One per Agent node, registered via the existing ServiceLevelManager machinery and gated to nodeType() == TYPE_AGENT. Holds the authoritative "active preset" slot (persisted to the agent's settings store), owns the Runtime that ticks the firmware, and exposes a RuntimeAccess gate so subsystems never touch the runtime directly.
Threading note (ARS-1 follow-on territory): the spec calls for the runtime on a dedicated QThread; this initial drop keeps the runtime on the service's thread but routes every external write through postToRuntime() so a future thread move is a five-line change.
